- 0 - The Fool
- Tohru Adachi: "Impulsivity" - Katsuya's former housemate and a fellow detective in Inaba. Currently in parts unknown. While he has the Potential, he's not a Persona-user. Though he thinks that the other man doesn't take things seriously enough, and is often far too sloppy, he has seen how he can behave in a pinch. For what it's worth, he also trusts Adachi in spite of the man's antics.
- I - The Magician
- Sayori Kaizumi: "Willpower" - A member of the KDA and a student at Yasogami. He was among those who helped deal with her Rumor Shadow.
- II - The Priestess
- Aki: "Duality" - Once a manifestation of a part of the mind of Maki Sonomura, Aki has since become a real human, due to Maki herself making sudden use of the DVA to rewrite reality. Though she's by no means perfect and a little bratty, Katsuya feels responsible for her safety and upbringing.
- Kiyomi Ninomae: "Respect" - A blind woman with a unique power. She has an unusual perspective on the world that he's come to appreciate. Though he still sees her as someone who he needs to protect, he's come to value her advice.
- V - The Hierophant
- Ryotaro Dojima: "Perseverance" - An older and more experienced detective at the Inaba Police Department. Adachi's partner. Katsuya has a good deal of respect for him and his position, though he sometimes worries about him coming to harm. He is in charge of the local branch of Department 4.
- Shinjiro Aragaki: "Discipline" - A ranking member of SEES. While he's been impressed by the young man's dedication and care for those under him, he feels he's too reckless with his life. After an investigation that took him right into Shinjiro's TV dungeon, the detective had questions... and learned what Shinjiro had done in the past.
- VIII - Justice
- Noriko Ishibashi: "Realism" - A detective, co-worker and woman after his own heart. She works with the Port Island Department. Revealed to have a Persona during an incident in Mikage-cho.
- XI - Strength
- Enoha Koinose: "Reunion" - Katsuya's former classmate from his high school years. They used to house together when they were all living in Inaba. She's dating Adachi. Her determination and cheerfulness were things he came to admire about her. She is one of the people in his life he cares about the most; this is highly unlikely to change for him, regardless of what happens.
- Jason R. Butler: "Opposites" - A private investigator and business-owner, working with Department 4. He's Leigh Anne's ex. While he and Katsuya are about as different as can be, they generally get along socially and have become friends. They don't always agree on things, though.
- Masahiko Irie: "Integration" - A young man with yakuza connections. They have formed an odd 'sort-of' partnership, for while he doesn't agree with Masahiko's alliances or methods, and has threatened to arrest him if he steps wrong, they both do share the same general desire. He also worries the boy is in over his head. Apparently heading up a group that calls itself Kagutsuchi.
- XII - The Hanged Man
- Rui Onishi: "Mystery" - The daughter of Shinichi Onishi, an infamous criminal and former surgeon, and employee of Daisuke Itami. Despite their first couple encounters leading to his humiliation, he's come to worry about her, especially given what things he has learned about her and her life. He despises her father intensely.
- XIV - Temperance
- Naomi Suzuno: "Inescapable" - A good friend of Tatsuya's. He told her, at her request, a few things about Tatsuya's history. He's personally of the opinion that her feelings for his brother go deeper than just friendship, but this might be wishful thinking on Katsuya's part.
- Shion Katsuragi: "Transition" - Katsuya's former partner in Inaba; he gets along with her quite well. She provided him with much useful information while he was working in Inaba
- XV - The Devil
- Daisuke Itami: "Tension" - The other man who leads Kagutsuchi and a private investigator/information broker. Apparently has ties to the Yakuza. A troublesome man, but he is able to obtain information that Katsuya can't so easily gain access to, particularly concerning such things as corruption in the government.
- Leigh Anne O'Hara: "Bewilderment" - The medical examiner at the Sumaru Police Department. She has a history with Jason. She quite easily knocks Katsuya out of his comfort zone; she is capable of making him very uncomfortable with disturbing ease. Every time he thinks he understands her, she does something shocking that proves otherwise.
- XVI - The Tower
- Mai Namikawa: "Good Will" - A young woman and ally of SEES whom Katsuya's had reason to encounter on several occasions. She has provided him with information no one else has. She's given him the impression of a capable, if a touch cold, young woman. He's concerned about her future, though, or more accurately, her attitude regarding her future.
- Mikiya Ryouhara: "Skewed" - A young man who has taken it upon himself to create a world free from corruption. He despises the government. To that end, Katsuya and he have clashed, with dire consequences for the officer that don't end with himself.
- XVII - The Star
- Kasumi Horie: "Letting Go" - A teenage girl residing in Port Island who hired him and Jason to unearth information about her mother and half-brother's deaths.
- XVIII - The Moon
- Yoko Nakashima: "Enlightenment" - A girl who resides at a home for the mentally ill. He's taken personal responsibility for her given that she possesses a Persona while grappling with a mental illness, and has tried to do his best to be a role model for Yoko given that she has none in her life.
- XIX - The Sun
- Tatsuya Suou: "Movement" - Katsuya's younger brother. Though it would be false to say that everything is just fine between them now, the spark for actually understanding his sibling has been struck following a rather violent altercation between them. Of course Katsuya won't stop worrying about Tatsuya any time soon, but he's resolved to have faith, and do what he can to help his brother.
- XX - Judgement
- Hajime Shidou: "Guidance" - A fellow detective and a father. Despite the fact that Hajime is just barely his younger, Katsuya has taken up the role of the senior about the younger man. He worries about exposing him to the supernatural at the same time that he feels the need to respect the man's position as a detective and with Department 4.
- Nagisa Renge: "Silence" - A young woman who Katsuya had been giving baking lessons, and who he had learned was dying. He was never able to thank her properly for saving his life; she had passed away from her illness before he could contact her.
