- 0 - The Fool
- Tohru Adachi: "Impulsivity" - Katsuya's housemate and a fellow detective in Inaba. While he has the Potential, he's not a Persona-user. While he thinks that the other man doesn't take things seriously enough, and is often far too sloppy, he has seen how he can behave in a pinch. For what it's worth, he also trusts Adachi in spite of the man's antics.
- I - The Magician
- Sayori Kaizumi: "Willpower" - A member of the KDA and a student at Yasogami. He was among those who helped deal with her Rumor Shadow.
- II - The Priestess
- Aki: "Duality" - Once a manifestation of a part of the mind of Maki Sonomura, Aki has since become a real human, due to Maki herself making sudden use of the DVA to rewrite reality. Though she's by no means perfect and a little bratty, Katsuya feels responsible for her safety and upbringing.
- Kiyomi Ninomae: "Respect" - A blind woman with a unique power. She has an unusual perspective on the world that he's come to appreciate. Though he still sees her as someone who he needs to protect, he's come to value her advice.
- V - The Hierophant
- Ryotaro Dojima: "Perseverance" - An older and more experienced detective at the Inaba Police Department. Adachi's partner. Katsuya has a good deal of respect for him and his position, though he sometimes worries about him coming to harm. He is in charge of the local branch of Department 4.
- Shinjiro Aragaki: "Discipline" - A ranking member of SEES. While he's been impressed by the young man's dedication and care for those under him, he feels he's too reckless with his life. After an investigation that took him right into Shinjiro's TV dungeon, the detective had questions... and learned what Shinjiro had done in the past.
- VIII - Justice
- Noriko Ishibashi: "Realism" - A detective, co-worker and woman after his own heart. She may have a Persona, but when Katsuya broached the subject, she didn't seem to know what he was talking about.
- X - The Wheel of Fortune
- Ryouko Kiribayashi: "Honor" - A well-behaved young woman whose relatives are trying to kill her. Possesses a thieving alter-ego that Katsuya has also met, Kaitou Hatto.

Social Links, Strength Through Judgement

- XI - Strength
- Enoha Koinose: "Reunion" - Katsuya's housemate, and a former classmate from his high school years. She's dating Adachi. Her determination and cheerfulness were things he came to admire about her. She is one of the people in his life he cares about the most; this is highly unlikely to change for him, regardless of what happens.
- Jason R. Butler: "Opposites" - A private investigator and business-owner, working with Department 4. He's Leigh Anne's ex. While he and Katsuya are about as different as can be, they generally get along socially and have become friends. They don't always agree on things, though.
- Masahiko Irie: "Joining Forces" - A young man with yakuza connections. They have formed an odd 'sort-of' partnership, for while he doesn't agree with Masahiko's alliances or methods, they both do share the same desire. He also worries the boy is in over his head. Apparently heading up a group that calls itself Kagutsuchi
- XII - The Hanged Man
- Rui Onishi: "Mystery" - The daughter of Shinichi Onishi, an infamous criminal and former surgeon, and employee of Daisuke Itami. Despite their first couple encounters leading to his humiliation, he's come to worry about her, especially given what things he has learned about her and her life. He despises her father intensely.
- XIV - Temperance
- Naomi Suzuno: "Inescapable" - A good friend of Tatsuya's. He told her, at her request, a few things about Tatsuya's history. He's personally of the opinion that her feelings for his brother go deeper than just friendship, but this might be wishful thinking on Katsuya's part.
- XV - The Devil
- Daisuke Itami: "Tension" - The other man who leads Kagutsuchi and a private investigator/information broker. Apparently has ties to the Yakuza. A troublesome man, but he is able to obtain information that Katsuya can't so easily gain access to, particularly concerning such things as corruption in the government.
- Leigh Anne O'Hara: "Bewilderment" - The new medical examiner at the Inaba Police Department, here to assist with the serial murders. She has a history with Jason. She quite easily knocks Katsuya out of his comfort zone. Dangerous around coffee machines. To put it plainly, she is capable of making him very uncomfortable with disturbing ease. Every time he thinks he understands her, she does something shocking that proves otherwise.
- XVI - The Tower
- Mai Namikawa: "Good Will" - A young woman and member of SEES Katsuya's had reason to encounter on a few occasions. She's given him the impression of a capable, if a touch cold, young woman. He witnessed her disappearance into the Abyss. More recently, they had a conversation that revealed to him that she's grappling with some serious issues for someone of her age. She's provided him with much useful information regarding current events, though he can't help but feel her personal theories are somewhat outlandish.
- XVII - The Star
- Kasumi Horie: "Letting Go" - A teenage girl residing in Port Island. Although he was tangentially aware of her prior, thanks to reports of her TV Dungeon and fighting alongside her on one occasion, he only formally met her when she approached Jason (he'd agreed to assist because he felt he owed the man) to hire him. He and Jason investigated her and her family at her request to find the truth, but the only truth they had been able to unearth was a sad one. Nevertheless, they may have been able to change the damaged relationship between her and her father. A Persona-user.
- XVIII - The Moon
- Yoko Nakashima: "Enlightenment" - A young mentally disturbed teenager Katsuya met... who could see Helios. Worried about the possibility that she could awaken to a Persona and how she would handle that given her mental instability, he tried to prevent her awakening. It didn't work very well. Since then, he's taken personal responsibility for her and has tried to do his best to be a role model for Yoko.
- XIX - The Sun
- Alexander Blair: "Experience" - An American actor, shadowing the Inaba police department as research for an upcoming movie. Katsuya discovered he possessed a Persona and warned him about some of the dangers that lurk in wait for the unwary. Possess a trio of adorable nieces; Katsuya has met one of them. He's suggested handing out movies to demons to change their outlook on life; Katusya's... willing to give that a shot?! He's also recommended the man for Department 4...
- Shion Katsuragi: "Organization" - Katsuya's partner in Inaba; he gets along with her quite well. He learned about the secret of the TV World from her. Oddly, it seems as if their lives have nearly crossed paths before he was assigned to Inaba; they attended the same university and both worked, although in different precincts, as members of Sumaru's police force. He still feels she has an advantage over him as a native of Inaba. She possesses the power of Persona.
- Tatsuya Suou: "Immaturity" - Katsuya's wayward younger brother. He worries about how Tatsuya is doing quite often, and wishes he would apply himself more and stop acting like a delinquent so much. He has a Persona, and has gotten into very dangerous situations with it, although Katsuya's come to accept that at least he has that to protect himself with. An incident where his brother ran away from him has made him wonder if something hasn't gone horribly wrong with their relationship, and what he can do about it. Katsuya's been trying to mend things between them, but there hasn't been any change yet. He got involved, accidentally, in a shooting incident; thankfully he was unharmed (although Katsuya wasn't). He has been more recently made aware that his brother has something to do with the Joker, and that his brother's recklessness might have resulted in the demons that now infest Sumaru.
- XX - Judgement
- Nagisa Renge: "Silence" - A young woman who Katsuya had been giving baking lessons, and who he had learned was dying. Though she may have saved his life in the fight against Pandora, he was never able to thank her properly; she had passed away from her illness before he could contact her.
